

Robert Jenkinson (1770 - 1828), 2nd Earl of Liverpool, was Prime Minister from 1812 to 1827. In this portrait, exhibited in 1827, he is shown resting his hand on the National Gallery Act, the Act of Parliament by which the National Gallery was created in 1824. Lord Liverpool was one of a committee of six appointed to supervise the Collection, the nucleus of which was created by the purchase of the paintings owned by John Julius Angerstein.
